The police have stated in the remand report that there was a conspiracy to kill Deputy Speaker K. Raghurama Krishnam Raju (RRR) in the CID custody in the past. The report said that Raghurama, who had undergone heart surgery, was sitting on his heart and was suffering from it.
It was explained that his legs and hands were tied with rubber belts and beaten. The police had requested that retired CID Additional SP Vijaypal be given custody so that the elders behind this case could come out, but the Guntur court ordered a petition to be filed.
CID retired Additional SP Vijaypal was produced in the Guntur court on Wednesday in the case of custodial torture of RRR. An 11-page report with many key points was submitted to the court. Police said that on the day Raghurama was brought to the CID office, four people wearing masks came to the CID office in an unregistered vehicle at night.
The staff on duty that day told the investigation that shortly after they arrived, loud screams were heard from the room. Another ASI said that between 10:30 pm and 11 pm that night, four people came in a vehicle without a license plate with kerchiefs tied over their faces. When Vijaypal’s driver was questioned, he explained about going to Hyderabad and detaining Raghurama.
The remand report stated that no rules were followed during the arrest. Police said that Vijaypal also behaved rudely and used foul language with Raghurama’s family members. During the arrest of Raghurama, the CCTV footage of his house was examined and it was confirmed that he was fit to be arrested and that there were no injuries.
It was stated that several government doctors had said that they were forced by Superintendent Prabhavathi to give a false report due to pressure from the then. The then CID IG Sunil Kumar had gone to GGH and put pressure on the doctors there. The latest investigation revealed that the then prison medical officer had said that Raghurama had bruises on both legs.
The CID officials stated in the remand report that the investigating officer inspected the room where Raghurama was tortured in the CID office and that the bed on which he was sleeping was also broken due to the beatings by unknown persons.
When the sentry of the CID office was questioned, he said that the then IG Sunil Kumar had come to the Guntur CID office that day. They said that they came back four days after the incident and forcibly signed a document with all the people on duty that day stating that no violence had taken place in custody. The staff said that Sunil Kumar had threatened them that they would face dire consequences if the attack was revealed.
