The Telangana Police Department has emerged as the most efficient police system in the country. At the same time, it has secured the second position in the country in terms of efficient judiciary. It is noteworthy that Telangana has stood at the third position at the national level when legal aid and prison management are also taken together.
AP and Karnataka have stood at the second and third positions in terms of police system efficiency. Overall, it has been revealed that the police and judiciary are better in the southern states. Karnataka has stood at the top, followed by Andhra Pradesh, Telangana, Kerala and Tamil Nadu.
The ‘India Justice Report-2025’ report has revealed these details. The report was prepared by studying the situation of 18 large and medium-sized states in the country in terms of four aspects – police, judiciary, legal aid and prison management.
Karnataka stood at the top with a score of 6.78 out of a total of 10 points, while West Bengal stood at the bottom with a score of 3.63. Uttar Pradesh, Uttarakhand, Jharkhand and Rajasthan are slightly ahead of Bengal. Telangana, which was ranked 11th last year, has moved up to third place this time.
It is noteworthy that AP, which was ranked fifth, has reached second place. While there should be an average of 197.5 police officers per lakh population across the country, there are currently only 155. Bihar is at the bottom with only 81 police officers per lakh population.
However, it is noteworthy that the state’s situation has improved between 2022-25 compared to the past. Rajasthan, Kerala and Madhya Pradesh have achieved the best results in terms of the judiciary during the same three-year period. Odisha and Jharkhand are ahead of other states in prison management.
The number of prisoners in prisons has increased by almost 50 percent in the last ten years. Most of them are undertrials (accused in cases where investigation or trial has not been completed). Their share in prisons has increased from 66 to 78 percent in ten years. Haryana has performed better than all the states in terms of legal aid to the people.
Most of the funds allocated in the budget for the police and judiciary go to the salaries and allowances of the staff. Only a small amount of funds are left for activities like creating infrastructure and training of staff. This is having a negative impact on police and legal services, the report said.
