Lagacherla ST Farmer Handcuffed After Heart stroke sparks outrage

Hirya Nayak, a tribal farmer who is an accused in the attack case on the Vikarabad Collector in Lagacharla, was shifted to the district hospital in Sangareddy on Thursday after he complained of chest pain in Kandi jail. In this sequence, there was outrage over the jail staff bringing him in handcuffs.

He was shifted to the district hospital once on Wednesday after he complained of chest pain. The test results were normal. However, the doctors suggested that he be brought again on Thursday. As a result, he was brought back to the district hospital on Thursday. At this time, the media saw that he was handcuffed. This caused a stir.

As per the doctors’ instructions, the handcuffs were removed while he was being shifted to Gandhi Hospital. There is criticism that a man who should have been brought on a stretcher or in an ambulance was brought in handcuffs. Even though the courts had ruled in the past that bringing him in handcuffs was not possible, many people are expressing strong objections to the police handcuffing farmer Hiryanayak.

The opposition parties are criticizing the Congress government for its evil attitude in handcuffing the hands of the farmer who provides the country with food. Is farmer Hiryanayak a terrorist? Or a robber? They are angry. Is this your Indira’s Rajya? Is this your public administration? They have started to depose Chief Minister Revanth Reddy.

They are angry that the government was negligent in providing medical assistance to Hiryanayak when he had a heart attack. Allegations are being made that the government tried to hide this matter from the family members. There has been criticism that it acted inhumanly by not taking him to the hospital in time.

Chief Minister Revanth Reddy has taken measures to mitigate the damage caused by the widespread outrage over the incident. He became serious about the officials, asking why the farmer was taken in handcuffs. He made it clear that the public government tolerates such actions. The CM has ordered the high officials to conduct an inquiry into the Hiryanayak issue and submit a report.

In the incident of the farmer being handcuffed, Sangareddy jailer Sanjeeva Reddy was suspended and DG Prisons Soumya Mishra issued orders. IG Satyanarayana, who investigated the incident, said that the investigation revealed that the prisoner Hiryanayak was not named as a farmer from Lagacharla, but was shown as an accused in a case under the jurisdiction of Balanagar police station. He stated that the mistake of the prison officials was visible at every step in this incident.

In the incident of attacking the collector, cases have been registered against farmer Hiryanayak and 14 other farmers under various sections. All of them are currently under investigation in Sangareddy jail, and a case has been registered against Hiryanayak under BNS (Bharat Nyay Samhita) Section 191.

However, since this section is not a serious offence, the issue of why the accused was handcuffed has become controversial. The lawyers for the accused have criticized the fact that handcuffing the accused, who was booked under BNS Section 191, is against Articles 14, 16 and 19 of the Constitution. They have also objected that this is against the new criminal law, police and prison manuals, and moreover, it is a violation of the rights of undertrial prisoners.
