During the division of Andhra Pradesh, the central government assigned All India Service officers to both states according to their localities and other relevant factors. However, diverging from this norm, 11 IAS and IPS officers were transferred to Telangana at the behest of the state governments. This action went against the central government’s directives, resulting in active legal proceedings in both the CAT and the courts. Recently, the central government has ordered these officers to relocate back to Andhra Pradesh.
Following the state’s bifurcation, 11 IAS and IPS officers, initially allocated to the Andhra Pradesh cadre, opted to take positions in the Telangana cadre due to personal reasons. As a result, they sought recourse through the CAT and the courts, contending that they should be assigned their desired cadre. Among them are senior IAS officers Amrapali Kata, Ronald Ross, Karuna Vakati, and Vani Prasad, alongside IPS officers Anjani Kumar, Abhishek Mahanti, and Abhilash. The DOPT has directed the Chief Secretaries of both states to facilitate the immediate reassignment of these officers to their roles in Andhra Pradesh.
Pratyush Sinha Committee allocated all these officers to the Andhra Pradesh cadre. However, they showed a desire to move to the Telangana cadre, which the central government declined. Consequently, they sought legal recourse through the CAT and the courts, and those cases remain unresolved. Recently, due to a lack of IAS officers in Andhra Pradesh, it appears that new orders have been issued to reassign them to the state. However, the pending court cases leave their reinstatement in limbo.
