Deputy Speaker K Raghurama Krishnam Raju said that apart from the police investigation, he has been conducting his own parallel investigation into custodial torture case, he was exposed during YCP regime. The judge recorded his statement at his office in this case.
On this occasion, he told the media that “we are conducting our own parallel investigation in the custodial torture case. No accused will be left out. Vijay Pal, who has been released on bail, is the main mastermind in this case. Former GGH superintendent Prabhavathi has succumbed to political temptations, and some more people are likely to appear for questioning in the coming days”.
Meanwhile, the judge granted conditional bail to retired Additional SP Vijay Pal, who played a key role in the attack. Another court issued orders allowing 24-hour police custody of another accused, Kamepalli Tulasi Babu.
Expressing his displeasure over slow progress in the investigation, the Deputy Speaker said that he did not know why action was not being taken against the then CID chief Sunil Kumar, who was key in the case. He questioned how government money of Rs. 48 lakhs was given to Tulasi Babu without a lawyer’s license.
He said that he would write a letter to the ACB to investigate this and alleged that another accused, Dr. Prabhavathi, was also involved in the conspiracy.
The hearing on the bail petition of retired CID Additional SP Vijaypal in this case was held in the Guntur court on Wednesday. He said that he has been in jail for 78 days and has been fully interrogated in custody, and Vijaypal’s lawyer requested the court to grant him bail.
After the arguments, Second Additional District Judge Y. Nagaraja issued an order granting bail to Vijaypal with several conditions. In his order, he stated that the investigating officer of the case can approach the court seeking cancellation of the bail if the conditions are violated.
Guntur Fifth Additional Junior Civil Judge K. Latha recorded the statement of Raghuramakrishna Raju in his office. The process continued from 3.30 pm to 7 pm. Guntur Special Court Junior Civil Judge G. Sravanthi issued an order allowing the sixth accused Kamepalli Tulasibabu to be remanded in police custody once again.
Police investigation revealed that he was very close to PV Sunil Kumar, who was the then head of the CID department, and that he attempted to murder Raghuramakrishna Raju, who was in custody, by sitting on his chest on his instructions.
The police stated that he was not cooperating with the investigation and the police requested the court to give him another three days of custody, but the court issued orders allowing him to be remanded in custody from 11 am on Thursday to 11 am on Friday.
