KTR Questioned by ED in Formula E-Car Racing Case, Former CBI JD VV Lakshminarayana Discusses Arrest Protocol

BRS Working President K.T. Rama Rao (KTR) was interrogated by the Enforcement Directorate (ED) for approximately seven hours today in relation to the ongoing Formula E-car racing investigation. During the questioning, discussions about the possibility of KTR’s arrest emerged; however, he was allowed to return home after the investigation.
Former CBI Joint Director VV Lakshminarayana addressed the matter, emphasizing that no investigative agency has the authority to arrest an individual without a justified reason. He explained that if an arrest were to occur, a detailed justification outlining the reasons must be submitted to the court.
Lakshminarayana clarified the circumstances under which an arrest is deemed necessary: “Arrest is only warranted if custodial interrogation is required—such as when the accused is uncooperative or withholding critical information. In such cases, the arrest must be justified, and the reasons must be presented to the court.” He further noted that in some cases, arrest may not be required, and each action taken by investigative agencies must be accountable in court.
Before his ED questioning, KTR had conducted a media briefing where he addressed the case, explaining the reasons behind certain financial transactions and their purpose. KTR reiterated that there were no criminal motives involved, emphasizing that the actions were intended to benefit the state.
