The Andhra Pradesh government has requested that the assets of the institutions in the 9th schedule of the AP Reorganization Act be distributed on the basis of population since they were established with common funds in the united Andhra Pradesh. It has clarified this to the Union Home Secretary.
It has requested that the institutions in this schedule be distributed all at once, not separately. Even after a decade has passed since the bifurcation of the state, the distribution of assets has not been completed. It has said that since all these assets were established with common funds in the United state, a decision should be taken to that extent.
According to the current calculations, the value of those assets is more than Rs. 21,000 crores, of which Rs. 14,000 crores should be given to AP. In a review meeting held with the officials of both the states on February 3 under the chairmanship of Union Home Secretary Govind Mohan, the AP Chief Secretary made a firm appeal about the distribution of assets.
An expert committee headed by retired IAS Sheela Bide recommended the division of the remaining 90 institutions except APSFC. The CS has informed the Union Home Ministry that assets worth Rs 24,019 crore should be distributed in the ratio of 58:42 based on population. It was clarified that Rs 14,002 crore will be AP’s share. However, Telangana has asked for Rs 21,028 crore.
The expert committee has recommended that Rs 7,127 crore be distributed to AP and Rs 16,891 crore to Telangana. So far, an agreement has been reached only up to the division of 53 companies/corporations mentioned in the expert committee recommendations.
The Telangana government has accepted the recommendations made regarding 15 other companies/corporations, but AP has not accepted them. Telangana has not accepted the recommendations of the expert committee on the remaining 22 companies/corporations.
Now, the value of the 53 companies/corporations that have signed agreements between the two states is only Rs 187 crore, while the value of 15 companies/corporations is Rs 4,389 crore.
The value of the 21 companies and corporations that Telangana has not agreed to is Rs 19,443 crore. The value of the 53 companies that have signed agreements between the two states is very low, so the CS told the Union Home Ministry that it is better to resolve the issues of all the companies at once.
