Chief Minister Chandrababu Naidu said that action needs to be taken to implement the 2047 Swarnandhra plans and suggested that the P4 Foundation be established as the CM chairman. He orders a special policy on population management soon. He conducted a review on planning, Swarnandhra Vision, and GSDP.
The CM said that there is a need to provide training for capacity building to everyone from the village level employee to the secretary in the secretariat. He clarified that good results will be achieved by increasing capacity through training in online and offline modes.
He said that capacity building should be done for employees and officers of various departments, from the secretary to the constable to the DGP. The CM clarified that every employee has the opportunity to acquire skills by receiving training, which will help in achieving results in governance and will also increase the quality of services.
Officials explained to the CM that state, district and mandal level plans have already been prepared to achieve the Swarnandhra Vision target. However, the CM ordered that the vision plan be prepared by next month for each constituency.
Officials explained to the CM that thematic reports will be prepared by June and the sectoral road map by September. The CM ordered that key policies such as Zero Poverty P4 and Population Management should be incorporated in the vision.
Officials said that places have been identified in 143 constituencies to set up Constituency Vision Action Plan units. It was revealed that 15,315 golden families have been adopted by 1,118 mentors in the state so far as part of the Zero Poverty P4 program. Officials explained that a general body consisting of 25 people, headed by the CM, is being established with an executive committee and empowered teams attached to it.
The CM asked to bring a special population management policy for population management. He said that this policy should be implemented with the aim of population balance and recalled that some decisions have already been taken to encourage population growth and accordingly, the limit of maternity leave for female employees up to two children has been lifted.
He said that those with more than two children have also been given exemptions to be eligible for competition in local bodies. The CM issued orders to conduct a special survey on the opportunities and obstacles to population growth and formulate a policy based on them.
