Singapore Woman Fined Big for Feeding Pigeons

A 71-year-old Indian-origin woman living in Singapore has been ordered to pay over ₹2 lakh (S$3,200) after repeatedly feeding pigeons near her apartment block. Sanmugamnathan Shamla admitted to four charges under Singapore’s Wildlife Act, with five more offenses considered during her court case.

Multiple Offenses Despite Warnings

Court documents reveal Shamla kept scattering grain and bread for pigeons around her Toa Payoh neighborhood over six months. This wasn’t her first violation – she’d already been fined S$1,200 in May 2025 for similar actions and interfering with official pigeon-control operations.

Late-Night Feedings Caught on Camera

Officials testified that Shamla continued feeding birds between July 2025 and January 2026, often late at night near Block 62B Lorong 4. Videos presented in court showed her surrounded by large flocks of pigeons attracted by her food. Footage even captured birds converging as she walked away.

“Pattern of Recalcitrant Behaviour”

Prosecutors called Shamla a “repeat offender” showing “persistent disregard for the law.” They noted she’d promised authorities and her local parliament member she was “deeply remorseful” – but was caught feeding pigeons again just three days later.

Plea for Lower Fine

Appearing without a lawyer, Shamla asked for a reduced fine between S$1,000-2,000, citing unemployment and lack of insurance. She offered community service to make up the difference. After the judge imposed the full S$3,200 fine, she agreed to pay immediately.

Why Feeding Birds is Illegal

Singapore’s Wildlife Act prohibits feeding wildlife like pigeons because it causes nuisance and health hazards. Repeat offenders can face fines up to S$10,000 per charge – significantly more than Shamla’s penalty.
